FORWARD LANDFILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> (209)982-4298,Fax(209)982-1009 <br /> July 24,2012 <br /> JN: 2012-0025 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 <br /> SUBJECT: SECOND QUARTER 2012 <br /> WATER QUALITY MONITORING REPORT <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> Forward Incorporated(Forward) is pleased to submit the subject water quality monitoring report <br /> for the Forward Landfill in compliance with reporting requirements of the Regional Water <br /> Quality Control Board - Central Valley Region(RWQCB) Waste Discharge Requirements <br /> (WDRs) Order Number R5-2003-0049, which combined operations at the former Austin Road <br /> and Forward Landfills under a single permit. The combined landfills are referred to as the <br /> Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring programs <br /> including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic Substances <br /> Control (DTSC) Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU) A. However, all analytical data are provided in <br /> each report and the requirements of each program are being satisfied. This report presents <br /> quarterly sampling results for the reporting period dating from April 1 to June 30, 2012 (second <br /> quarter 2012). During the second quarter 2012 monitoring period, a notice of violation(NOV) <br /> was issued by the San Joaquin County Environmental Health Department for construction of a <br /> perimeter road within the buffer area. Forward corrected the problem and no other NOVs were <br /> issued for the monitoring period. <br /> For the Forward Unit, environmental monitoring for the second quarter 2012 yielded results <br /> similar to previous quarters. Diisopropyl ether(RIPE) was measured above its practical <br /> quantitation limit(PQL) in the samples collected from wells MW-2A and MW-16. In addition, <br /> two volatile organic compounds (VOCs) were measured at estimated trace concentrations in the <br /> sample collected from well MW-14. Concentration limits (CLs) were exceeded for constituent <br /> concentrations in wells MW-2A, MW-13, MW-14, MW-15, and MW-16. Excluding non-impact <br /> constituents and low-level VOCs, confirmation sampling for chloride in well MW-13 and barium <br /> in well MW-14 will be performed in August 2012 during the third quarter 2012 monitoring <br /> event, and in September 2012. The results of the confirmation sampling will be provided under <br /> separate cover. <br />
