• 1 INTRODUCTION <br />1.1 Purpose <br />This Construction Quality Assurance (CQA) Manual has been prepared for Forward, Inc. (Forward) <br />by a Registered Civil Engineer in accordance with Title 27, California Code of Regulations (CCR), <br />Division 2, Sections 20323 and 20324, titled "CQA Plan and CQA Requirements." This manual <br />describes CQA procedures for construction of the liner and leachate collection and removal system <br />(LCRS) for Waste Management Unit FU -13 (WMU FU -13). WMU FU -13 is designed to comply <br />with the construction standards of Title 27 by using a composite liner and blanket LCRS. The CQA <br />Manual outlines the specific field and laboratory testing and monitoring procedures required to <br />demonstrate that WMU FU -13 is constructed in accordance with Title 27 requirements. <br />Following the completion of the work for WMU FU -13, the Quality Assurance/ Quality Control <br />(QA/QC) Consultant will prepare a final CQA Report. The CQA Report shall be submitted to the <br />Owner within 20 days of construction completion. The purpose of the CQA Report is to document <br />that the materials and construction processes comply with the WMU FU -13 design and regulatory <br />requirements. As -built drawings and a discussion on the refuse fill stability of WMU FU -13 based <br />on the actual interface shear strength test results obtained during the CQA testing program shall also <br />be included. <br />ir1.2 Project Description <br />Lewis Engineering designed WMU FU -13 in accordance with Forward's Waste Discharge <br />Requirements (WDR Order No. R5-2003-0049), as well as applicable state and federal regulations. <br />The provisions of particular importance regarding the design are: <br />• The WMU FU -13 lining and leachate collection and removal system (LCRS) design <br />shall conform to construction standards of Title 27 by using a composite liner and <br />blanket LCRS. <br />• WMU FU -13 will be designed, operated, and maintained to prevent inundation, <br />washout, erosion, and slope failure resulting from flooding caused by a 24-hour storm <br />with a 1,000 year return period. <br />• WMU FU -13 will be designed to withstand the Maximum Credible Earthquake <br />(MCE) without damaging the lining, leachate, or surface drainage control systems. <br />• Leak location testing will be performed on the geomembrane on the base of the cell <br />following placement of the operations layer <br />WMU FU -13 will be constructed in the former Austin Road Landfill Borrow Pit and Expansion <br />Area, directly south of the Former Austin Road Landfill and east of WMU FU -10 (see Design and <br />Construction Documents, Waste Management Unit FU -13, Forward Landfill, Lewis Engineering, <br />Page 1 <br />
