2.2.2 Responsibilities of the Contractor 0 <br />The Earthwork and Geosynthetics Contractors are responsible for constructing their portion of the <br />project in conformance with the Construction Drawings, Specifications, and this CQA Manual. The <br />Earthwork and Geosynthetics Contractors must allow and assist the QA/QC Consultant in <br />performing the required monitoring. The Earthwork Contractor will provide construction surveys, as <br />required by the Specifications. The Geosynthetics Contractor must provide all equipment to perform <br />testing of geomembrane seams as required by the Specifications and provide as -built panel layouts. <br />The Earthwork and Geosynthetics Contractors shall provide all necessary equipment required to <br />complete the work in accordance with the Specifications. <br />2.2.3 Responsibilities of the QA/QC Manager <br />The QA/QC Manager monitors implementation of the CQA program. He shall have formal <br />academic training in engineering, engineering geology, or a closely related discipline and will be a <br />registered civil engineer or certified engineering geologist in the State of California. <br />CQA procedures and reports must be reviewed by the QA/QC Manager for compliance with the <br />project CQA Manual. The QA/QC Manager acts as an auditor to verify and document the proper <br />and complete implementation of the CQA program. The QA/QC Manager has authority to identify <br />deficiencies and implement corrective action to the CQA program. The QA/QC Manager collects, <br />distributes, and addresses disposition of Contractor submittals approved by the Design Engineers. <br />The QA/QC Manager coordinates testing with independent testing laboratories and maintains record <br />drawings. The QA/QC Manager reports directly to the Construction Manager. The QA/QC Manager <br />will be responsible for preparation of the final CQA report. <br />2.2.4 Responsibilities of the QA/QC Inspectors <br />QA/QC inspection personnel will have formal training and practical experience in inspecting and <br />testing construction work, including conducting and recording inspection activities, preparing daily <br />reports, and performing field testing. In addition, knowledge of codes and regulations involving <br />material handling, observation of testing procedure, equipment, and reporting procedures will be <br />required. <br />The QA/QC inspection personnel will perform various tests and observations during construction <br />such as: <br />- Ensuring that all testing equipment is properly calibrated on a regular basis and that the <br />calibration is documented <br />- Accurately recording all test data and organizing them in a manner that allows easy <br />reference <br />- Evaluating the Contractor's construction quality control plan to ensure that it meets or <br />exceeds the CQA Manual requirements <br />Page 6 <br />
