2-1 <br /> 2.0 PRELIMINARY POST-CLOSURE MAINTENANCE PLAN AMENDMENT <br /> The 2002 PCPCMP prepared by BAS, Lewis Engineering, and GLA was subsequently updated <br /> with PCPCMP Amendment No. 3 (SWT, 2008). As part of the Five-Year Permit Review, the <br /> post-closure maintenance cost estimate has been updated and is included as Table 4. The <br /> post-closure maintenance cost estimate is also discussed in Section 1.9. <br /> The FL will be closed in several stages over the life of the landfill. Upon completion of <br /> closure construction activities and certification, partial closure post-closure monitoring and <br /> maintenance will begin as part of ongoing active landfill operations. Once the entire FL is <br /> closed (after the last staged closure area is completed), the 30-year post-closure <br /> maintenance period will begin. It should be noted that post-closure monitoring and <br /> maintenance procedures are outlined in the 2002 PCPCMP (BAS). <br /> The following discussion presents items of special note which will be carried out during the <br /> post-closure maintenance period in support of each staged closure area, where appropriate: <br /> Landfill Gas Control and Monitoring <br /> The landfill gas control system (extraction wells) will be expanded as the FL is developed. <br /> Therefore, the gas control system will be placed prior to completion of each staged closure <br /> area. The system will be modified as discussed in this Amendment (Amendment No. 4) and <br /> the 2002 PCPCMP to accommodate placement of the final cover at the final partial (staged) <br /> closure area. <br /> Permanent landfill gas migration monitoring probes have been installed to accommodate <br /> the revised facility boundary in accordance with 27 CCR. Additional probes may be added, <br /> as necessary. <br /> Surface and subsurface system monitoring and gas control system <br /> adjustments/modifications will be conducted during post-closure maintenance to provide <br /> compliance with applicable State and Federal regulations. <br /> Settlement Monitoring <br /> Permanent survey monuments will be installed during closure of Stage I (A, B and C). An <br /> aerial photographic survey will be performed upon completion of each area's (stage) closure <br /> construction activities. In accordance with 27 CCR requirements, the operator will update <br /> the aerial survey of the landfill once every five years throughout the post closure <br /> maintenance period. If additional fill contour information is needed, it should be noted that <br /> aerial flyovers will be conducted annually throughout active refuse disposal operations. <br /> Stormwater Management <br /> As part of routine site maintenance, all stormwater control system features will be inspected <br /> and repaired as necessary.
