<br /> See Attachment No.1 for labor and equipment rates per hour utilized in the development of Post-Closure Cost Estimate. The material unit prices
<br /> from Table 3 were utilized to develop material costs for Items 6,7,and 10. Quantities were based on assumptions made by SWT Engineering
<br /> based on our experience with other landfills. Labor and rates were obtained from the State of California Industrial Relations;prevailing wage
<br /> schedule pursuant to California Labor Code Part 7,Chapter 1,Article 2,Sections 1770,1773,and 1773.1. Equipment rental rates were
<br /> obtained from the CalTrans Labor Surcharge and Equipment Rental Rates effective through March 31,2012. SWT was also provided current
<br /> invoices/costs for all environmental services currently being conducted by Forward Landfill for consideration and use in developing this post-
<br /> closure cost estimate.
<br /> (1)Cost assumptions for system maintenance/repair include labor(Sr.Engineering Technician),a pick-up truck,gas meter,tools,miscellaneous
<br /> items,Backhoe(CAT 4466)and materials to replace up to 4 collection wells per year to average depth of 150 feet and one LFG migration
<br /> monitoring probe to the depth of refuse annually.
<br /> Cost assumption for system monitoring/testing includes labor(Sr.Engineering Technician),gas meter,sampling materials,pick-up truck,flare
<br /> source testing,laboratory,management by Sr.Engineer(based on a review of current rates for professional consulting firms)and reporting per
<br /> regulations.
<br /> (2)Cost assumption for system maintenance/repair includes labor(Sr.Engineering Technician)equipment(pick-up truck,tools,pump,etc.)and
<br /> replacement of one monitoring well every two years based on the following:$9,000 for similar well 50-feet deep including permit at$500 and
<br /> geologging at$2,000.
