1.3 STANDARD OBSERVATIONS Landfill personnel perform weekly inspections of the facility. As provided in Appendix A, these observations include identification of evidence of liquids entering or leaving the landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and identification of strong landfill gas odors. Ponding of water was noted during the November 30, December 26, and December 31, 2012 inspections. Ponded areas were subsequently pumped dry following these observations. Erosion/drainage control were noted as needing attention during the December 6, 13, and 19, 2012 inspections. Eroded areas were repaired by Forward employees following identification of the issue. No other unusual conditions were identified during the fourth quarter 2012 monitoring period, (see signed"Certification Statement" located in Appendix A). In addition to Forward's inspections, the San Joaquin County Environmental Health Department(CEHD)performed monthly inspections at the facility on October 26, November 30, and December 13, 2012. No Notices of Violation (NOVs) were issued during the monitoring period. CEHD inspection forms are presented in Appendix A. 1.4 SOLID WASTE MONITORING According to the Forward Landfill Operations Manager, Forward Landfill received a total of 213,945 tons of solid waste during the fourth quarter 2012 (Appendix A). Figure 1-2 shows the approximate location of waste placement during the monitoring period. The following types of waste were received: Non-hazardous solid waste—210,557 tons Asbestos—804 tons Sewage and wastewater sludge—2,584 tons 1.5 LANDFILL GAS MONITORING During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), methane monitors are installed in all buildings at the site to protect public health and safety and the environment.
