1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. Ponding of water was noted during the <br /> November 30, December 26, and December 31, 2012 inspections. Ponded areas were <br /> subsequently pumped dry following these observations. Erosion/drainage control were <br /> noted as needing attention during the December 6, 13, and 19, 2012 inspections. Eroded <br /> areas were repaired by Forward employees following identification of the issue. No other <br /> unusual conditions were identified during the fourth quarter 2012 monitoring period, (see <br /> signed"Certification Statement" located in Appendix A). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on October 26, <br /> November 30, and December 13, 2012. No Notices of Violation (NOVs) were issued <br /> during the monitoring period. CEHD inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 213,945 tons of solid waste during the fourth quarter 2012 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—210,557 tons <br /> Asbestos—804 tons <br /> Sewage and wastewater sludge—2,584 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 <br /> percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), <br /> methane monitors are installed in all buildings at the site to protect public health and <br /> safety and the environment. During the fourth quarter 2012, no methane was detected in <br /> any of the facilities buildings. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> Sampling and Laboratory Analyses <br /> During the fourth quarter 2012, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells and piezometers on November 27, 2012 and all <br /> groundwater monitoring wells, surface water monitoring stations, and leachate <br /> c:\2012-oozs\FnaQ1i.aoc 3 Geo-Logic Associates <br />
