Water Quality Monitoring Report <br />Forward Landfill <br />EXECUTIVE SUMMARY <br />1101 <br />Forward Incorporated (Forward) is pleased to submit the subject water quality monitoring report <br />for the Forward Landfill in compliance with reporting requirements of the Regional Water Quality <br />Control Board - Central Valley Region (RWQCB) Waste Discharge Requirements (WDRs) Order <br />Number RS -2014-0006. This report presents quarterly sampling results for the reporting period <br />from October 1 to December 31, 2014 (fourth quarter 2014) and also provides an annual summary <br />of the results from the 2014 monitoring year. <br />According to the Forward Landfill Operations Manager, standard observations have been conducted <br />weekly during the reporting quarter. The Forward Landfill Operations Manager also reported that <br />no surface water was discharged from the facility during the reporting period. During the fourth <br />quarter 2014 monitoring period and over the 2014 monitoring year, no notices of violation were <br />issued by the San Joaquin County Environmental Health Department or RWQCB, and no changes <br />have been made to the groundwater monitoring systems. <br />For the Forward Unit, environmental monitoring for the fourth quarter 2014 and over the past year <br />yielded results consistent with historical groundwater conditions. During the fourth quarter 2014 <br />monitoring period, a non -statistical indication of release was identified at well MW -2A as a result of <br />one volatile organic compound (VOC) (diisopropyl ether) measured at a quantifiable concentration. <br />No other VOCs were measured above a quantifiable concentration in groundwater samples <br />collected during the fourth quarter 2014 monitoring period. For the inorganic monitoring <br />parameters, no concentration limits (CLs) were exceeded during the monitoring period. Surface <br />water samples collected from the upstream and downstream surface water monitoring stations <br />during the fourth quarter 2014 monitoring period are generally consistent with each other; no VOCs <br />were detected and no CLs were exceeded. Of the vadose zone monitoring points, two VOCs were <br />detected in soil -pore liquid samples and approximately 200 gallons of liquid was pumped from pan <br />lysimeter WMU-D01N. <br />Groundwater quality conditions beneath the Austin Unit for the fourth quarter 2014 and over the <br />past year yielded results consistent with historical groundwater conditions. During the fourth <br />quarter 2014 monitoring period, of the Detection Monitoring Program (DMP) wells, although it is <br />recognized that well AMW-6 should be identified as a Corrective Action Program (CAP) well, a non - <br />statistical indication of release was identified at well AMW-6 as a result of the detection of three <br />VOCs (two quantifiable concentrations and one estimated -trace concentration). No other VOCs <br />were detected in the DMP wells. For inorganic monitoring parameters no CLs were exceeded. For <br />the CAP/evaluation wells, 17 wells reported one or more VOCs exceeding a practical quantitation <br />limit (PQL), with CAP well AMW-1 having the greatest number of VOCs (11), including nine <br />measured above a PQL. Surface water samples collected from the upstream and downstream <br />surface water monitoring stations during the fourth quarter 2014 monitoring period are generally <br />consistent with each other and no VOCs were detected. With the exception of FU -04W all of the <br />lysimeters were reported dry, though, there was insufficient soil pore liquid from FU -04W for <br />analysis. To mitigate impacts at the Austin Unit, the groundwater treatment facility (GTF) pumped <br />23.9 million gallons of groundwater from the extraction wells resulting in the removal of 1.19 <br />0 pounds of VOCs. <br />M:\ 2014.0012\ExecSum 4Q14.docx E-1 <br />1/28/2015, Rev. 0 <br />
