_XII_ <br />data, etc. The certification program shall be approved by the <br />local Regional Water Eoard before implementation. <br />Alternative Monitorin <br />Facility operators are required to develop a facility -specific <br />monitoring program that satisfies both the minimum monitoring <br />prograrn requirements and the objectives of the monitoring <br />program. Some facility operators have indicated that cost- <br />effective alternative monitoring programs can be developed that <br />provide equivalent or i( -(ore accurate indicators of pollutants <br />and/or BMP performance than a monitoring program based upon the <br />Minimum monitoring program requirements. An example of such an <br />alternative monitoring program would be one that identifies <br />sample locations at or near pollutant sources rather than <br />sampling an entire drainage area where the storra water discharge <br />has been diluted with storm water from areas with little or no <br />industrial activity. <br />The State Vlater Board does not want to preclude facility <br />operators from developing better, and perhaps more cost- <br /><-ffective, monitoring programs. This General_ Permit allows <br />facility operators to submit alternative monitoring programs for <br />approval by the Regional Water Board. For individual facilities, <br />these proposals must be facility specific and demonstrate how the <br />alternative monitoring program will result in an equivalent or <br />more accurate indicator of pollutants and/or_ BMP effectiveness. <br />Facility operators with similar industrial activities may also <br />propose alternative monitoring programs for approval by the <br />Regional Water Boards.
