Fac;ili_ty operators are required to comply with the terms and <br />conditions of this Ger;eral Permit. Compliance the terms <br />and conditions of this General Permit constitutes compliance <br />with BAT 'BCT requirements and with requirements to achieve <br />water quality standards. This includes the development and <br />implernerrftation of an effective Storm Water Pollution <br />Prevention Plan (SWPPP) to reduce or prevent pollutants <br />associated with industrial activity in storm water discharges <br />and authorized iron-st:orrn water discharges. <br />11. Best Hanagerrient Practices (BP,Ps} to reduce or preaent <br />pollutants assoc.i.ated tdith industrial activity instorm water <br />discharges and authorized r3on-storm water discharges are <br />appropriate where numeric effluent limitations are <br />infeasible, and the implementation of BT•7Ps is adequate to <br />achieve c mpliance ti-ith BAT/DCT and with gate q;l:alit:v <br />standards. <br />i^ _ <br />Thr Stale W.�tc-r Loam 1,a adopt v,, e sh. a :�_ a <br />ed t ��rr -=w ars g; rr�nt <br />initiative that encourages watershed management throughout <br />t}-1, State. This General Permit recognizes the PJatershed <br />Management Initiative by supporting the development of <br />watershed monitoring programs authorized h -y the Regional <br />Water Boards. <br />13. Following adoption of this General Permit, the Reaionai 4aater <br />Boards shall enforce its provisions. <br />14. Following public notice in accordance with State and Federal <br />laws and regulations, the State Water Board held a public <br />hearing on tloverniber 12, 1996 and heard and considered ali <br />comiments pertaining to this General Permit. A response to <br />all significant comments has been prepared and is available <br />for public review. <br />This Order is an NPDES General Permit in compliance with <br />Section 402 of the C6JA and shall take effect upon adoption by <br />the State Water Board. <br />16. A1.1 terms that are defined in the CWA, U.S. EPA storm water <br />regulations and the Porter -Cologne Water Quality Control Apt <br />will have the same definition in this General Permit unless <br />otherwise stated. <br />IT IS HEREBY ORDERED that all facility operators required to be <br />regulated by this General Permit shall comply with the following: <br />A.
