J r, <br />The facility operator shall take all responsible steps to <br />minimize or prevent any discharge in violation of this <br />General Permit which has a reasonable likelihood of adversely <br />affecting human health or the environment. <br />5. Proper Operation and Maintenance <br />The facility operator at all times shall properly operate and <br />maintain any facilities and systems of treatment and control <br />(and related appurtenances) which are installed or used by <br />the facility operator to achieve compliance with the <br />conditions of this General. Permit and with the requirements <br />of storrl water pollution prevention plans (SWPPPs). Proper <br />operation and maintenance also include adequate laboratory <br />controls and appropriate quality assurance pr(--cedures. <br />Proper operation and maintenance may require the operation of <br />backup or auxiliary facilities or similar systems installed <br />by a facility operator when necessary to achieve compliance <br />with the conditions of this General Permit. <br />6. Property P.1cjhts. <br />This General Pernd t dies not convey any property righ_s of <br />any sort, or arry exclusive privileges, nor does it authorize <br />any injury to private property or any invasion of personal <br />rights, nor any infringement of Federal., State, or local. laws <br />or regulations. <br />7. Duty to Provide Information <br />The facility operator shall furnish the Regional Vlater <br />Quality Control Board (Regional Vlater Board), State Water <br />Resources Control. Board (State Water Board), <br />U.S. Environmental Protection Agency (U.S. EFF:), or local <br />storm water management agency, within a reasonable rime <br />specified by the agencies, any requested information to <br />determine compliance with this General Permit. The facility <br />operator shall. also furnish, upon request, copies of records <br />required to be kept by this General Permit. <br />8. Inspection and Entry <br />The facility operator shall allow the Regional Water Board, <br />State Water Board, U.S. EPA, and local storm water management <br />agency, upon the presentation of credentials and other <br />documents as may be required by law, to: <br />Ll <br />
