WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 _25_ <br /> FORWARD INC.AND REPUBLIC SERVICES INC. <br /> FORWARD CLASS II LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 0 <br /> from the County or the Local enforcement Agency, other than those permits already issued. <br /> The Central Valley Water Board considered the Final EIR and incorporated mitigation <br /> measures from the Final EIR into these waste discharge requirements designed to prevent <br /> potentially significant impacts to design facilities and to water quality. <br /> 109. The Central Valley Water Board finds that this Order incorporates mitigation measures <br /> identified in the EIR that will reduce any potential environmental impacts of the discharge of <br /> cannery waste at the Forward Landfill to less than significant. Mitigation measures for land <br /> application of cannery waste include: (1) daily documentation of cannery waste received and <br /> locations of disposal; (2) BMPs for cannery waste, waste shall be spread no more than three <br /> inches deep and waste to be turned twice daily; (3) 50-foot setback between land application <br /> areas and water bodies and minimum 1 ,000 foot setback from domestic water wells; (4) <br /> regular monitoring of soil and waste; (5) weekly total nitrogen applied per acre shall be <br /> calculated and a crop sufficient to uptake 100% of nitrogen planted and harvested; (6) daily <br /> inspections of the land application areas during the discharge season for soil saturation, <br /> ponding, runoff, accumulated organic solids, odors and vectors; and (7) rinseate may be <br /> discharged to the compost facility only after the Discharge demonstrates that the discharge <br /> does not cause nuisance odors or attract vectors. <br /> 110. This Order implements: <br /> toa. The Water Quality Control Plan for the Sacramento River and San Joaquin River <br /> Basins, Fourth Edition; <br /> b. The prescriptive standards and performance goals of California Code of Regulations, <br /> title 27, section 20005 et seq., effective 18 July 1997, and subsequent revisions; <br /> c. State Water Board Resolution 93-62, Policy for Regulation of Discharges of Municipal <br /> Solid Waste, adopted 17 June 1993, and revised on 21 July 2005. <br /> d. The applicable provisions of Title 40 C.F.R. section 258 "Subtitle D" federal <br /> regulations as required by State Water Board Resolution 93-62. <br /> 111. Based on the threat and complexity of the discharge, the facility is determined to be <br /> classified 1A as defined below: <br /> a. Category 1 threat to water quality, defined as, "Those discharges of waste that could <br /> cause the long-term loss of a designated beneficial use of the receiving water. <br /> Examples of long-term loss of a beneficial use include the loss of drinking water <br /> supply, the closure of an area used for water contact recreation, or the posting of an <br /> area used for spawning or growth of aquatic resources, including shellfish and <br /> migratory fish." <br /> b. Category A complexity, defined as, "Any discharge or toxic wastes; any small volume <br /> discharge containing toxic waste; any facility having numerous discharge points and <br /> groundwater monitoring; or any Class 1 waste management unit." <br />
