Etch owner nr operatur seeking to comply with 40 CF'R 60.752(h)(2)(i) glial l site active collection wells, horizontal
collectors, surface collector;, or other citraction devices at n sufficient density throughout 111 gas producing areas
using the following prucudures carless altentativc Prue eures have been approved by tate APCO as providul in
60.752(b)(3)(i)(C) and (D). [40 CFR 60,759(a)) Federally Fritorceable Through Title V Permit
87, The collection devices within the interior and along the perimeter areas shall be certified to achicvc comprchcusive
control of surface gas emissions by it p;ofessioual engineer. The following issues shall be addressed in the design -
depths of refuse, refuse gas generation rates and now characterislics, cover properties, gas system cxpandibility,
leachate and condensate management, Accessibility, compatibility with filling operations, integrr, tion with closure end
use, air intrusion control, corrUsiun rusistance, fill settlement, and resistance to the refuse decomposition heat. 140 CFR
60.759(1)(1)) Fedcratlly Enforceable Through Titic V 11etmit
88. '13re placement of gas collection devices determined in paragraph 60 759(x)(1) shall control all gas producing areas,
except as provided by paragraphs 60.759(a)(3)(i) and (a)(3)(ii). [40 CFR 60.759(x)(3)) Federally Enforceable Through
Title V Pururit
89. The sufficient density of gas collection devices determined in paragraph 60.759(a)(1) shall address landfill gas
migration issues and augmentation of the collection system through the use of active or passive systems A the landfill
perimeter or exterior. 140 CFR 60.759(a)(2)] Federally Enforceable Through Title: V Permit
90. Any segregated area ofasbcstos or nondegradahle material may be excluded from collection if documented as
provided under 60.758(d). The documonuttion shall provide the nature, ditto of deposition, location and amount of
asbestos or nnndegradiblc material depmsited in tlic arca, and shall be provided to the Administrator upon request 140
CFR 60.759(a)(3)(i)] federally Enforceable Through Title V Permit
91. Any nonproductive area of the landfill may be excluded from control provided that the Wath of all excluded areas can
be shown to contribute less titan 1 percent of the total amount of NMOL emissions from the landfill. The amount,
location, and age of the material shall be documented and provided to the Administrator upon request. A separate
NMOL' emissions estimate shall be made for each section proposed for exclusion, pard the sum of all such sections
shall be compared to the NMOC emissions estimate for the entire landfall. Emissions from each section shall be
computed using the equation in Section 60.759(a)(3)(ii). (40 CFR 60.759(n)(3)(ii)) Federally Fnforceahlc Through
Title V Permit
92. The va.lucs for k and CNMOC in equation in Section 60.759(s)(3)(ii) determined in field testing shall be used if field
testing has been performed in determining the NMOC emission rate or the radii of influence (this distance front the
well center to n pou)t in the landfill where the pressure gradient applied by the blower or compressor approaches zero).
If field testing has nut been performed, clic default values for k, 1.0, anti CNMOC provided in 60.754(a)(1) or the
altcmativc values from 60.754(x)(5) shall be used. The mass of nondegradable solid waste contained within the given
section may be subtracted from the total mass of the section when estimating emissions provided the trature, location,
age, and amount of the nondegradable material is documented as provided in paragraph 60.759(a)(3)(i). 140 CFR
60.759(a)(3xiii)) federally Enf'arceablc Through Title V Permit
CONDITIONS CONTINUE.
