Box 6336 <br />Stockton, CA 952.06 <br />SPECIAL PERMIT FOR FORWARD LANDFILL LI"ACHATE PONDS <br />The special wastewater permit application for the discharge of leachate pond wastewater has been <br />received and reviewed, <br />As stated in your permit application to haul leachate pond wastewater to the City of Stockton wastewater <br />control facility, the discharge circumstances are in reference to an unforeseen event in the future or part <br />)f a contingency plan for an emergency. <br />Applications for special permits of waste hauled to the City of.Stockton wastewater plant are evaluated on <br />a case-by-case basis examining volumes and wastewater contents as well as looking for compatibility <br />and acceptabllity - for a specific fime period. In this case., the potential for unknowns and dynamic <br />circumstances exist, especially given the nature of ponds, which make It necessary to consider each <br />discharge on an individual basis at an appropriate time when the water can be properly analyzed. <br />Typically, under circumstances such as these, a wastewater permit. application is submitted at the time <br />when the wastewater is ready to be discharged and, if approved, a discharge permit Is Issued. The City is <br />unable to issue a "blanket" wastewater discharge permit which will cover all batch discharges as they <br />become necessary in the future. Each discharge will require a separate permit application and the City <br />will review each request on a case-by-case basis to determine permit conditions and requirements <br />specific to each discharge, if the wastewater is approved for discharge, <br />It will be necessary for Forward Landfill to apply to discharge at such time that conditions indicate a more <br />immediate need for leachate pond water disposal. Specific details regarding the discharge days and <br />volumes will be necessary to complete a permit. After tests and inspections have been completed to <br />satisfy the City of Stockton's requirements, and it is determined that Forward Landfill wastewater can be <br />accepted, a wastewater discharge permit may be issued, The use of holding tanks for decanting and or <br />representative sampling may be required. <br />Based on the information stated above, your request for a wastewater discharge permit is hereby denied <br />at this time. <br />If you have any questionslease call Environmental Control at 209-937-8721. <br />MARK J.
