The holding tank(s) can be emptied when full and the condensate will be treated or <br />disposed of at an appropriate facility. <br />Groundwater Extraction - Two groundwater extraction wells (EW -1 and EW -2) with a <br />combined design capacity of 305 gallons per minute (gpm) were installed to extract <br />impacted groundwater at the existing Austin Road Landfill. VOCs are stripped from the <br />extracted water at the facility's groundwater treatment plant, and the treated water is <br />currently discharged to the North Branch of Little Johns Creek. The groundwater treatment <br />system and discharge are regulated under the Austin Road Landfill WDRs. <br />Hazardous Waste Screening Program — Forward is implementing and will continue to <br />implement a load checking program to comply with the state regulations under 27 CCR, <br />Sections 20220 and 20870. These regulations state that "Owners or operators of all <br />Municipal Solid Waste Landfill (MSWLF) units must implement a program at the facility <br />for detecting and preventing the disposal of regulated hazardous wastes as defined in 40 <br />CFR Part 261 and polychlorinated biphenyl (PCB) wastes as defined in 40 CFR Part <br />761." The purpose of this program is to discover and discourage attempts to dispose of <br />hazardous or unacceptable wastes, including PCBs, at the landfill. <br />The hazardous waste screening program for the site will be conducted in accordance with <br />the Load Checking Program for the Forward Landfill, (Forward, Inc., December 1992). <br />In general, the load checking program consists of four basic components: waste <br />characterization and certification forms, load inspection, training of on-site personnel, <br />and signage, and this prevention program is likely to be the primary reason that the site <br />40 leachate is benign. <br />All hazardous waste disposal incidents are recorded on the landfill load checking sheet <br />and are reported to the DTSC, RWQCB, LEA, and the Governor's Office of Emergency <br />Services Warning Center. <br />Staff Training - Forward Landfill staff training generally consists of on-the-job training <br />under the supervision of someone experienced in the various aspects of the skills being <br />taught. Potential hazards and safety procedures are stressed and there are daily, weekly <br />and monthly meetings. The monthly meetings consist of 1 hour training (equipment, <br />regulatory, etc.) sessions. No employee is permitted to operate potentially dangerous <br />equipment or engage in potentially dangerous activities without appropriate training. <br />Spill prevention, reporting, and cleanup are integrated into the landfill's monthly and <br />weekly safety/training meetings. Landfill employees are made aware of the most <br />common source of surface spills, and how to help prevent those occurrences. The <br />importance of reporting significant hazardous or nonhazardous liquid spills is covered. <br />Storm water awareness and the importance of keeping storm water clean is integrated <br />into regular staff meetings.
