Water Quality Monitoring Report <br />Forward landfill <br />capacity and in compliance with regulations. The LFG collection and combustion system <br />is upgraded on a routine basis to optimize LFG collection. The potential for LFG impacts <br />on the unsaturated zone are therefore being mitigated through source control <br />measures. If it is determined that additional mitigation is needed, or if impacts are <br />observed, the LFG collection system can be increased to extract additional LFG. In <br />conclusion, the existing system is optimized to maintain continued compliance with <br />both State and Federal Air standards, but if site conditions change, or impacts are <br />observed, the current system has back up capacity to maintain compliance and continue <br />or increase source control measures, as needed. <br />1.6 Cannery Waste Land Application Monitoring <br />Cannery waste and land application monitoring (CWLAM) and groundwater analytical <br />results for the CWLAIVI detection monitoring system are presented in Section 3.1.6. <br />Facility Inspection logs, weekly total mass nitrogen application, and the annual land <br />application monitoring summary are presented in Appendix D. The nutrient <br />management plan will be submitted under separate cover. Composite waste sample <br />analytical results for the CWLAM are presented in Appendix F. <br />10 2.1 Water Quality Monitoring <br />2.1.1 Sampling and Laboratory Analyses <br />During the fourth quarter 2015, Del -Tech Geotechnical Support Services (Del -Tech) <br />measured depth -to -water (DTW) from all Forward Unit wells on November 16, 2015. <br />Samples were collected from all Forward Unit wells, and domestic well DW -9690, <br />between November 16 and 18, 2015. During the monitoring period, surface water <br />monitoring stations and pan lysimeters were reported dry and there was an insufficient <br />volume of soil -pore liquid (4 mL) for collection of samples from suction lysimeters. The <br />compost facility retention basin and leachate pond were sampled on November 19, <br />2015. <br />Samples were collected by Del -Tech from each sample point containing sufficient liquid <br />and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified <br />laboratory under contract to Forward. The fourth quarter 2015 samples were analyzed <br />for the monitoring parameters stipulated in RWQCB Order No. 115-2014-0006. Table 2-1 <br />summarizes site monitoring parameters, analytical methods, and monitoring frequency. <br />Water quality samples were also analyzed in the field for oxygen reduction potential <br />(ORP), turbidity, temperature, specific conductance, and pH and recorded on well data <br />sheets. The groundwater monitoring wells and leachate monitoring points were <br />sampled in accordance with the sampling and analysis plan detailed in Appendix E.
