are well down now and the incident was caused by a combined high rainfall <br /> event and increased releases from the upstream reservoir. <br /> ■ Upstream flood control dams released flows several times in anticipation of <br /> storm cells moving through Central California. These storm precipitations <br /> and upstream flows affected the Forward Landfill. <br /> On March 2, 2005, the RWQCB issued a NOV to the Forward Landfill Inc. <br /> This NOV requires Forward Landfill Inc. to do the following: <br /> ■ Forward Landfill Inc. should immediately submit a plan, no later than March <br /> 10, 2005 and undertake actions to collect and control the current release. <br /> Work to comply with this request was completed. <br /> ■ Forward Landfill Inc. should submit a plan to prevent infiltration and protect <br /> the foot of the landfill from overflow at Little Johns Creek by May 15, 2005. <br /> In response to the NOV letter, Forward Landfill Inc. engineering staff met with <br /> the RWQCB on April 22, 2005, to review the conditions noted in the NOV and <br /> discuss the activities already completed as well as partial closure activities. The <br /> RWQCB generally agreed that the proposed activities would meet the <br /> requirements of the NOV. <br /> In order to mitigate the seep area only a portion of the Stage I area requires <br /> closure at this time. Therefore Stage I has been divided into two areas Stage IA <br /> and Stage IB (see Figure 1). In response to the NOV, Stage IA will be closed as <br /> presented in this PFCPCMP. Stage IB will be closed as originally planned in the <br /> 2003 Plan in 2006. <br /> In addition, Forward Landfill Inc. has also proposed utilization of an alternative <br /> final cover design using an evapotranspiration type cap consisting of selected on- <br /> site materials. In concept, the RWQCB agreed to consider this type of <br /> alternative final cover design. Forward Landfill Inc. and their consultant made a <br /> presentation to the RWQCB on May 20, 2005 to provide information on the <br /> proposed alternative final cover. Also in response to the NOV Forward Landfill <br /> Inc. submitted a Work Plan for the leachate seeps observed along the north <br /> slope of the Austin Road Unit.
