0 4.3 DRAINAGE SYSTEM MAINTENANCE
Post -closure maintenance personnel at the landfill will inspect and maintain the
drainage system at Stage IA on a quarterly basis and after significant storm events.
The effectiveness of the surface drainage control structures will be maintained by
keeping drainage ditches clear of debris and excessive vegetation and by making
repairs, as necessary, to correct the effects of physical damage, erosion, settlement,
or other events detrimental to operation of the drainage control system.
Corrective measures will be implemented if inspections reveal excessive erosion or
damage to the drainage channels, or if settlement causes ponding of stormwater
on the final cover. Eroded areas will require removal of the affected loose
material, followed by replacement and regrading of the area to match the adjacent
surface contours. If ponding is observed in a channel over the final cover, the
channel will be regraded to permit proper drainage of runoff. Inspections and
maintenance of the drainage system will be carried out quarterly and after large
precipitation events.
4.4 VEGETATIVE COVER MAINTENANCE
Personnel at the landfill will maintain and inspect the vegetative cover at the Stage
IA area on a quarterly basis and after significant storm events. Vegetative cover
destroyed by erosion will be reseeded following regrading. If degradation of the
vegetative cover is observed in any area, that area will be investigated to
determine the cause of the degradation. Investigation procedures may include soil
gas analyses to determine methane content in the root zone. If degradation is
suspected to be caused by landfill gas -induced asphyxiation, a gas wells may be
installed to reduce gas flux into the root zone in the area of the observed
degradation. Measures will be taken as practicable to correct any other condition
found to be causing vegetative degradation. Inspections and fertilization of the
vegetative cover will be carried out on an annual basis.
4.5 FRENCH DRAIN LIQUID SEEP COLLECTOR MAINTENANCE
Since the french drains are a buried system, the main maintenance procedure will
be final cover maintenance as discussed in Section 4.2. In addition, the leachate
holding tanks will be emptied periodically with portable pumps and trucked to the
isleachate impoundment pond.
Forward Landfill PFCPCMP 4-2
J:\Allied\Forward\2005.0051 Partial Closure\Partial Closure Plan\FL-sec4.doc: 6/9/2005
