Water Quality Monitoring Report <br /> Forward Landfill <br /> is 1.5 Landfill Gas Monitoring <br /> In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field Services <br /> (SCS) conducts quarterly monitoring of perimeter gas probes and on-site structures at the <br /> Forward Landfill. During the first quarter 2017 monitoring period, no methane gas exceeded <br /> the regulatory limit of five percent by volume in perimeter gas probes and no methane was <br /> detected in on-site structures. As part of the CAP, Forward operates a landfill gas (LFG) <br /> extraction system to control LFG emissions (i.e. source control). SCS performs the operations <br /> and maintenance (O&M) for the LFG extraction system and blower/flare station (BFS). <br /> Summary tables for the BFS and LFG extraction wells, and the first quarter 2017 perimeter LFG <br /> monitoring probe and on-site structure testing report are presented in Appendix B. During the <br /> first quarter 2017 monitoring period SCS reported 47 hours of downtime for the BFS. Based on <br /> the BFS data and 2016 Annual Compliance Emissions Test Report prepared by Blue Sky <br /> Environmental, Inc., the LFG extraction system removed approximately 32,963 pounds of VOCs <br /> during the first quarter 2017. A summary of the LFG and destruction system operations and <br /> maintenance for the first quarter 2017 are presented in Appendix C. <br /> 1.6 Cannery Waste Land Application Monitoring <br /> Cannery waste and land application monitoring (CWLAM) and groundwater analytical results <br /> for the CWLAM detection monitoring system are presented in Section 3.1.6. <br /> 1.7 Leachate Recirculation and Monitoring <br /> Leachate recirculation was initiated at the Forward Landfill on March 14, 2017 in accordance <br /> with the RWQCB approved Leachate Recirculation Plan dated March 3, 2017. The volume of <br /> leachate and a location map of the leachate recirculation (discharge) on the facility is presented <br /> in Appendix A. Leachate monitoring and analytical results for the Forward and Austin Units are <br /> presented in Sections 2.1.6 and 3.1.9, respectively. <br /> 2.0 FORWARD UNIT <br /> 2.1 Water Quality Monitoring <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the first quarter 2017, Del-Tech Geotechnical Support Services (Del-Tech) measured <br /> depth-to-water (DTW) from all Forward Unit wells on February 27, 2017. Samples were <br /> collected from all Forward Unit wells, including domestic well DW-9690, between February 27 <br /> and March 1, 2017; surface water monitoring stations were sampled on January 18, 2017; and <br /> suction lysimeters were sampled on March 31, 2017. <br /> Samples were collected by Del-Tech from each sample point containing sufficient liquid, and <br /> were submitted to BC Laboratories (BC) of Bakersfield, California, a state certified laboratory <br /> under contract to Forward.
