In addition, the <br />compost facility received 16,486 tons of green waste and produced 3,010 tons of compost <br />(Appendix A). During the second quarter 2017 monitoring period, Forward personnel reported <br />water in the compost facility retention basin; however, no leachate from compost stockpiles or <br />compost windrows was noted. The analytical results for the compost facility retention basin <br />are discussed in Section 2.1.6. <br />1.5 Landfill Gas Monitoring <br />In accordance with Title 27 California Code of Regulations (27CCR), Article 6, SCS Field Services <br />(SCS) conducts quarterly monitoring of perimeter gas probes and on-site structures at the <br />Forward Landfill. During the second quarter 2017 monitoring period, no methane gas exceeded <br />the regulatory limit of five percent by volume in perimeter gas probes and no methane was <br />detected in on-site structures. As part of the CAP, Forward operates a landfill gas (LFG) <br />extraction system to control LFG emissions (i.e. source control). SCS performs the operations <br />and maintenance (0&M) for the LFG extraction system and blower/flare station (BFS). <br />Summary tables for the BFS and LFG extraction wells, and the second quarter 2017 perimeter <br />LFG monitoring probe and on-site structure testing report are presented in Appendix B. During <br />the second quarter 2017 monitoring period SCS reported 60 hours of downtime for the BFS. <br />Based on the BFS data and 2016 Annual Compliance Emissions Test Report prepared by Blue <br />Sky Environmental, Inc., the LFG extraction system removed approximately 33,134 pounds of <br />VOCs during the second quarter 2017. A summary of the LFG and destruction system <br />operations and maintenance for the second quarter 2017 are presented in Appendix C. <br />1.6 Cannery Waste Land Application Monitoring <br />Cannery waste and land application monitoring (CWLAM) and groundwater analytical results <br />for the CWLAM detection monitoring system are presented in Section 3.1.6. Inspection logs for <br />the CWLAM are presented in Appendix D. Representative soil samples from the CWLAM area, <br />composite waste sample analytical results, and weekly total mass nitrogen application <br />calculations will be provided in the third quarter 2017 monitoring report. <br />1.7 Leachate Recirculation and Monitoring <br />Leachate recirculation was initiated at the Forward Landfill on March 14, 2017 in accordance <br />with the RWQCB approved Leachate Recirculation Plan dated March 3, 2017. The volume of <br />leachate and a location map of the leachate recirculation (discharge) on the facility are <br />presented in Appendix A.
