Quarterly Progress Report - Second Quarter 2017 <br />Austin Road Unit, Forward Landfill <br />as methane gas concentration (percent by volume), oxygen concentration (percent by volume), <br />carbon dioxide concentration (percent by volume), balance gas (percent by volume), flow rate <br />(scfm), inlet pressure, outlet pressure, gas temperature at the inlet and outlet, and equivalent <br />British Thermal Units (BTUs) consumed. The landfill gas collection and destruction system <br />undergoes periodic maintenance to re -balance the collection vacuums to produce the highest <br />percentage of landfill gas (e.g., methane) and to minimize the collection of oxygen. <br />According to SCS, the landfill gas collection and destruction system experienced 60 hours of <br />downtime during the second quarter 2017. A tabular summary of the downtime and the <br />monitoring results for individual landfill gas extraction points during the second quarter 2017 are <br />presented in Attachment C. <br />Based on information provided by SCS, the landfill gas extraction and destruction system operated <br />at approximately 2,650 to 3,068 cubic feet per minute during the second quarter 2017. This is <br />equivalent to about 3,816,000 to 4,417,920 cubic feet per day. Based on the data presented in the <br />July 13, 2016 Annual Compliance Emissions Test Report prepared by Blue Sky Environmental, Inc., <br />Flare A-2 destroys an average of 15.6 lbs./hour of non -methane organics, and back-up Flare A-1 <br />destroys an average of 12.5 lbs./hour of non -methane organics. Non -methane organics are <br />considered equivalent to VOCs. During the period of April 1 through June 30, 2017, Flare A-2 <br />operated approximately 2,124 hours out of a possible 2,184 hours (97% operational rate).
