E <br />11 <br />Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br />and Recovery (CalRecycle) conducted an 18 -month periodic inspection at the Forward Landfill With the San Joaquin <br />County LEA, Robert McClellon and the site Operator, Ruben Ramirez on August 8, 2017. <br />1) Operations — Site conditions were satisfactory at the time of the inspection. Weather was clear and sunny. No violation <br />and/or area of concern was noted during the inspection, <br />2) Signage - All required signs were posted at the entrance area, off Austin Road. <br />3) Active Face/ Module FU-13/Commercial Haulers - CalRecycle inspector and the LEA conducted the morning <br />inspection, arriving at the active face area at approximately 8.30 am. The operator uses soil, tarps and PGM for daily <br />cover. The tarps were already pulled from the active face. It is noted, that the LEA was onsite at 6:00 am, and observed <br />good daily cover placed the night before over the active face area. Observed spotters wearing proper PPE at the active <br />face area directing commercial loads, and spot checking loads. This site does not accept self -haul residential MSW. Two <br />portable restrooms were located nearby. <br />Asbestos Loads — This area is fenced -in, and is located to the Northeast of the Active Face area. The entrance was <br />:arty marked With hazardous material warning signs. All incoming loads are covered on an hourly bases. <br />Cannery Waste — This waste stream is seasonal July through October, and is applied directly over soil and then tilled <br />lo the soil. The area is located to the North of the site adjacent to the barrow pit area. On the day of this inspection <br />innery waste was being applied in an area marked by safety cones, and then tilled into the soil. <br />Bird Control - The operator contracts with a Falconer that provides a live predator bird near the active face area to <br />introl various birds. There were no birds observed, on this day. <br />Utter & Dust Control - All areas, including access roads, were free of Windblown litter. Observed litter control personnf <br />fflecting litter on access roads near the active face area, also along Austin Road in the orchard across from the landfill. <br />water tank truck was observed spraying down access roads. <br />Sedimentation Pond #2 and Leachate Impoundment Pond — The sedimentation pond was dry. The leachate <br />poundment pond was being aerated to control odors and vectors. <br />10) LFG Monitoring — The LEA conducts LFG monitoring of compliance probes monthly. SCS consultants also conducts <br />quarterly LFG monitoring of compliance probes. Reviewed second quarter 2017 testing, all probes tested Wow the <br />regulatory limit of 5% CH4. <br />11) Records Review: CalRecycle inspector and the LEA reviewed the Log of Special Occurrences, Daily Tonnages, <br />Random Load Checks, Safety Training (Weekly, Monthly, Annually), Daily Cover Log, and Asbestos Manifest Records. <br />All logs/records were shown to be current and updated. The tonnage and traffic volume records, showed that all the <br />receipts were within the per day permitted limits. <br />12) Permit Review: The next LEA established Five Year Permit Review for the landfill will be due June 13, 2018, The <br />Closure Post -Closure Maintenance Plan: Updates to the Plan are due by December 13, 2017.
