C. <br />• <br />0 <br />V ARCADIS ! z <br />Silica Exposure Control Plan <br />Project Name: Forward Landfill Manteca, CA <br />Project Number: SM010309.0000 <br />Date: 12/17/2018 <br />Task Description: <br />The tasks for the project that have the potential for respirable silica generation will involve unconsolidated <br />sediment drilling by hollow stem auger methodology, well construction including sand placment and grout <br />mixing for well completion. These tasks have been discussed with Cascade (drilling contractor) in terms of <br />prior air monitoring evaluation and engineering controls to be implemented for the project. Cascade has <br />collected air monitoring data demonstrating that the use of sand, bentonite, and cement (including mixing) <br />does not generate respirable crystalline silica above the 8 -hour TWA PEL, verifying that additional <br />respiratory protection is also not warranted for these tasks. No other tasks are expected to generate <br />respirable crystalline silica. <br />1) Arcadis Silica Competent Person: Shawn Roberts <br />The above individual will ensure requirements stipulated in this plan are implemented and has the <br />authority to take corrective measures and/or revise this plan to ensure employee, contractor and/or public <br />exposure to silica dust remains below the respirable inhalation time weighted average action level of 25 <br />ua/m3 over an 8 -hour period. <br />2) What material will the team be working with on this project? <br />Sand <br />Also: powdered and wet cement and bentonite chips <br />3) The following work activity will be performed on this project which have a potential for silica dust <br />exposure: <br />Drilling/coring (rig mounted) <br />The following controls will be utilized to mitigate exposure to silica dust hazards: <br />Based on the activity entered above, the following OSHA/Arcadis activity category is: <br />Rig -mounted core saws or drills <br />4) The controls to be utilized include: <br />Use tool equipped with integrated water delivery system that supplies water to cutting surface. <br />Operate and maintain tool in accordance with manufacturer's instructions to minimize dust emissions. <br />4a) Respiratory Protection: 54 HRS >4 H RS <br />Indoors or Enclosed Areal None None Outdoors: <br />54 HRS >4HRS <br />None I None <br />
