Iwamiya of the Department <br />of Public Works regarding the scoping of the Environmental Impact Report, <br />this office has been engaged by Marie Arizcuren, John H. Arizcuren and <br />Peter Arizcuren,. the owners of the 320 -acre parcel which is the subject <br />#f the above document. We have reviewed the Draft Environmental Impact <br />Report prepared by Raymo6d Vail and Associates at the request of the <br />San Joaquin County Department of Public Works (June, 1981) and submit <br />hereby our preliminary comments with respect thereto. <br />Our general conclusion is that the Draft EIR is seriously deficie <br />and not in compliance with the California Environmental Quality Act. <br />our view, if San Joaquin County were to proceed to making a decision <br />the basis of the Draft EIR without substantial revision, the decisi <br />makers would not be reviewing the type of information which CE <br />requires, thus rendering the process legally defective. I <br />Our specific comments, which appear in the same sequence as t <br />subjects are addressed in the Draft EIR are as follows: I <br />Preface, page vi: We have recently become aware that the senirm <br />pers�5—nn-elof Raymond Vail & Associates have left the company. We a <br />therefore left wondering about the professional qualifications a <br />experience of the persons ultimately responsible for the production <br />the June, 1981 draft. Since there is no such information provided in t <br />document presently, we request that the principals of the compa <br />currently responsible for the contents of the draft be identifie <br />together with their respective professional background and experiencl <br />
