AC T27 CCR 20690—Alternate Daily Cover—Use of tarp to cover waste has improved. However,a small exposed <br /> waste was observed at the at the bottom edge. No other exposed waste was observed at the edges. <br /> a. Cover all waste. <br /> 2. AC T 27 CCR 20680—Daily Cover-Bench between module 3 and 4: exposed solid waste observed and further grading <br /> needed at east side of bench. <br /> a. Provide adequate grading and cover over solid waste,a minimum of 6 inches of compacted soil. <br /> 3. Note T27 CCR—Beneficial Reuse 20686(c)-Woodwaste currently being stockpiled and compacted at module 3 at south <br /> slope for winter pad(instead of being stockpiled at designated storage cement area). At time of inspection,no <br /> woodwaste was stored at designated woodwaste storage area as indicated JTD dated March 4,2005. <br /> a. A winterization plan has not been submitted to the EHD. Submit to the EHD a winterization plan September 1, <br /> 2006. The plan shall include location,site map,and timelines for construction of winter pad(s). <br /> 4. Notes: <br /> A. No violations were observed in records for daily tonnages since last monthly inspection. Continue to maintain <br /> tonnages below 825 tons per day. <br /> B. Per conversation with site manager on July 27,2006,tonnage records at landfill office indicate lower numbers than <br /> at the public works office. Landfill office records indicate 811 tons were received on June 30,2006(this data does <br /> not include self-haul vehicles at transfer station that are not weighed but only counted as cubic yards). Tonnage <br /> records at public works office indicate 824 tons were received on June 30,2006(includes estimated calculations of <br /> tonnages for self-haul vehicles that use the transfer station and are not weighed). The EHD advises that the landfill <br /> office make corrections to match records with public works office to help avoid violating tonnages. <br /> C. Observed one roofing truck driver not wearing safety vests and hard hats when they are out of their vehicles at the <br /> disposal area.Ensure that all personnel working at disposal area wear safety equipment. <br /> D. Intermediate cover in process of being installed at old modules. Records indicate that 18 inches of compacted <br /> material will be installed. <br /> E. Small erosion channel observed at slope surface at module 3. Fill in erosion. <br /> F. Adequate dust control was observed at access road(previous AC cleared). <br /> G. Construction of gas extraction system is in progress. <br /> H. Facility began operation after 7 AM in accordance with permitted hours of operation as specified in SWFP. <br /> I.
