4 <br /> S ATE.OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0022 INSPECTOR: Garrett Backus <br /> SITE NAME: North County Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: August 25, 2006 OPERATOR <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1) Area of Concern—T27 CCR 20530—Site Security—A ten foot section of the security fence was knocked down in the <br /> southeast corner of the property. <br /> Repair the fence to prevent unauthorized access to the property. <br /> 2) Violation—T27 CCR 20680—Daily Cover—Exposed solid waste was observed at the previous day's active face. <br /> Bagged waste was seen in the winter pad area on the southern slope of module three. <br /> Cover the solid waste with six inches of compacted soil or the ADC tarp at the end of the day. Bagged waste that is <br /> dumped at the winter pad area must be transported to the active face. <br /> 3) Area of Concern—T27 CCR 20690—Alternative Daily Cover—The tarp used to cover waste at the active face was <br /> torn at several locations, exposing solid waste. The tarp did not completely cover the waste,with exposure of solid waste <br /> around the tarp edges. <br /> Repair holes in the tarp. Cover the waste completely with the tarp;the tarp should overlap the surrounding soil cover by <br /> approximately six inches. <br /> 4) Note: On July 26,2006,an emergency waiver of permit conditions was granted to North County Landfill by the <br /> Environmental Health Department due to the extreme heat this summer and the related increase in livestock mortality. <br /> The permit conditions which may be waived are: daily peak tonnage,hours of operation,acceptance of large dead <br /> animals, and the number of incoming refuse carrying vehicles. The emergency waiver is in effect for no more than 120 <br /> days. <br /> 5) Note: The facility has stayed within their permit limit for permitted tons per day. Two large dead animals have been <br /> received at the landfill since July 26, 2006. <br /> 6) Note: Measured several perimeter soil gas wells for methane concentration: SG-2=0%(all three probes), SG-8=0% <br /> (all three probes), SG-9=0% (all three probes), and SG-10=0% (all three probes). <br /> INSPECTOR SIGNATURE: !
