1 <br /> STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0022 INSPECTOR: Garrett Backus <br /> SITE NAME: North County Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: September 22, 2006 OPERATOR < <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1)Violation—T27 CCR 20680—Daily Cover—Exposed solid waste was observed at multiple locations near the previous <br /> day's active face. <br /> Cover the solid waste with six inches of compacted soil or the ADC tarp at the end of each operating day. <br /> 2) Area of Concern—T27 CCR 20870—Hazardous Wastes—The random load check records were not kept in <br /> chronological order making it difficult to determine if the load checks are being done every day. <br /> Keep the records in-order and up-to-date. <br /> 3) Note: Alternative Daily Cover tarps were in good shape and completely covered the waste. <br /> 4) Note: On July 26, 2006,an emergency waiver of permit conditions was granted to North County Landfill by the <br /> Environmental Health Department due to the extreme heat this summer and the related increase in livestock mortality. <br /> The permit conditions which may be waived are: daily peak tonnage,hours of operation, acceptance of large dead <br /> animals,and the number of incoming refuse carrying vehicles. The emergency waiver is in effect for no more than 120 <br /> days. The facility has stayed within their permit limit for permitted tons per day. <br /> 5) Note: Measured several perimeter soil gas wells for methane concentration:SG-2=0% (all three probes), SG-3 =0% <br /> (all three probes), and SG-8 =0%(all three probes). <br /> 6) Note: The security fence at the southeast corner of the property was repaired.
