STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0022 INSPECTOR: Garrett Backus <br /> SITE NAME: North County Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: October 25, 2006 OPERATOR <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1)Note: On July 26, 2006, an emergency waiver of permit conditions was granted to North County Landfill by <br /> the Environmental Health Department due to the extreme heat this summer and the related increase in livestock <br /> mortality. The permit conditions which may be waived are: daily peak tonnage,hours of operation, acceptance <br /> of large dead animals, and the number of incoming refuse carrying vehicles. The emergency waiver is in effect <br /> for no more than 120 days and expires on November 23, 2006. <br /> Submit a written report to the Environmental Health Department(EHD)which includes the amount of disaster <br /> debris received at the facility during the first 90 days of the waiver period(July 26—October 24, 2006). The <br /> EHD has received some information by email. Submit a hard copy of the report on letterhead. The T14 CCR <br /> 17210.5, "Reporting Requirements for a Solid Waste Operator,"describes the information to be included in the <br /> report. <br /> 2) Note: Shallow erosion channels were observed on the north side of the west slope of module 1. No <br /> exposure of waste was observed. Repair the erosion channels to prevent future waste exposure. <br /> 3) Note: Daily Cover—Waste was covered with compacted soil or ADC tarps. No exposed waste was <br /> observed. Previous violation is resolved. <br /> 4) Note: Reviewed the daily load check records. Records were organized and up-to-date. Previous AC is <br /> resolved. <br /> 5) Note: Measured several perimeter soil gas wells for methane concentration: SG-1 = 0% (all three probes), <br /> SG-2 =0% (all three probes), and SG-10=0% (all three probes). <br /> fzINSPECTOR SIGNATURE: DATE: <br />
