d -■s <br /> STATE OF CALIFORNIA California Integrated Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0022 INSPECTOR: Garrett Backus <br /> SITE NAME: North County Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: November 29, 2006 OPERATOR ---- J <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1)Note: On July 26, 2006, an emergency waiver of permit conditions was granted to North County Landfill by <br /> the Environmental Health Department due to the extreme heat this summer and the related increase in livestock <br /> mortality. The permit conditions which may be waived are: daily peak tonnage, hours of operation, acceptance <br /> of large dead animals, and the number of incoming refuse carrying vehicles. The emergency waiver is in effect <br /> for no more than 120 days and expires on November 23, 2006. <br /> Submit a written report to the Environmental Health.Department(EHD)which includes the amount of disaster <br /> debris received at the facility during the final 30 days of the waiver period(October 25 —November 23, 2006). <br /> Submit a report every 90 days if disaster-related waste is still being processed or stored at the facility. Submit a <br /> hard copy of the report on letterhead. The T14 CCR 17210.5, "Reporting Requirements for a Solid Waste <br /> Operator," describes the information to be included in the report. <br /> 2) Note: Minor ponding was observed on the northwest corner of module 4. Grade the area to promote lateral <br /> runoff of water and prevent future ponding. <br /> 3) Note: The shallow erosion channels observed on module 1 during the October 2006 inspection were <br /> repaired using soil and anti-erosion matting. <br /> 4) Note: Load checkers /Spotters were observed on both the residential and commercial sides of the recycling <br /> center. Seven manual labor sorters, a front-end loader and a backhoe were working on the tipping floor. <br /> 5) Note: Reviewed the daily load check records. Records were organized and up-to-date. <br /> 6) Note: Reviewed daily tonnage records and found them within the permit limits. <br /> INSPECTOR SIGNATURE: DATE: <br />
