STATE OF CALIFORNIA California tntegrated-Waste <br /> CIWMB 3 (Rev. 4/04) Management Board <br /> INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br /> AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br /> SITE NUMBER: 39-AA-0022 INSPECTOR: Garrett Backus <br /> SITE NAME: North County Landfill <br /> RECEIVED BY <br /> INSPECTION DATE: December 14,2006 OPERATOR <br /> COMMENTS: <br /> A routine inspection was done on this day. <br /> 1) Area of Concern—T27 CCR 20650-Grading of Fill Surfaces—Ponding was observed on modules 1 and 4. <br /> Grade modules 1 and 4 to eliminate water ponding. <br /> 2)Area of Concern—T27 CCR 20680—Daily Cover—Exposed solid waste was observed at multiple locations near the previous <br /> day's active face. <br /> Cover the solid waste with six inches of compacted soil at the end of each operating day. <br /> 3)Area of Concern—T27 CCR 20690—Alternative Daily Cover(ADC)—A manual tarp was used as ADC to cover the active face on <br /> Monday,December 11. A second active face was used starting on Tuesday,December 12. The manual tarp covering the original <br /> active face remained in place until Friday,December 15,a period of 96 hours. On Friday the waste was covered with soil. <br /> Waste covered with ADC tarps must be covered with soil or new waste within 24 hours. <br /> 4)Area of Concern—T27 CCR 20820—Drainage and Erosion Control-Erosion channels were observed on the module 1 east slope, <br /> on the west side of module 4,and on the access road to module 1. No exposure of waste was observed. <br /> Repair the erosion channels to prevent future waste exposure. <br /> 5)Area of Concern—T27 CCR 20820—Drainage and Erosion Control-Part of the plastic sheeting covering the module 3 south slope <br /> was blown out of place,exposing the soil underneath. In addition,there was significant erosion in the ditch along the bottom edge of <br /> the plastic sheeting. <br /> Reapply the plastic sheeting and secure it with sandbags. Use concrete or rock,which is less than six inches in size,to line the <br /> drainage ditch and prevent erosion. <br /> 6)Note—Litter—A small amount of litter was observed along Harney Lane within one mile of the landfill entrance. <br /> 7)Note-The emergency waiver of permit conditions final report was received by the Environmental Health Department by email on <br /> December 12.
