VI . SUMMARY AND CONCLUSIONS <br /> General siting criteria for Class III nonhazardous solid waste dis- <br /> posal facilities is contained in Section 2533, Article 3 of Subchap- <br /> ter 15. Key elements of the criteria are: <br /> • Class III landfills will be located where site charac- <br /> teristics provide adequate separation between nonhazard- <br /> ous solid waste and waters of the State. <br /> • New Class III landfills will be sited where soil charac- <br /> teristics, distance from waste to ground water, and other <br /> factors will ensure no impairment of beneficial uses of <br /> surface water or ground water beneath or adjacent to the <br /> landfill . <br /> • Where site location factors indicate that site character- <br /> istics alone do not ensure protection of the quality of <br /> ground water or surface water, Class III landfills will <br /> be require to have a single clay liner with permeability <br /> of 1 x 10- cm/sec or less. <br /> • New Class III landfills will not be located on a known <br /> Holocene fault. <br /> Evaluation of data presented in the report indicates that the Landfill <br /> Development Site is suitable with proper engineering as a Class III <br /> disposal facility. This conclusion is based on the following: <br /> • Depth to ground water; currently greater than 125 feet, <br /> historically greater than 40 to 50 feet <br /> • Presence of low-permeability clay/silt deposits composing <br /> the unsaturated zone underlying the site (1 x 10-6 to <br /> 1 x 10-8 cm/sec) <br /> • Lack of nearby, permanent surface-water bodies <br /> • Availability of on-site low-permeability soils for use in <br /> construction of liners and other hydraulic barriers as <br /> required <br /> • No Holocene faults crossing the site <br /> PJ9 9390206.00D 19 <br />
