VI . SUMMARY AND CONCLUSIONS
General siting criteria for Class III nonhazardous solid waste dis-
posal facilities is contained in Section 2533, Article 3 of Subchap-
ter 15. Key elements of the criteria are:
• Class III landfills will be located where site charac-
teristics provide adequate separation between nonhazard-
ous solid waste and waters of the State.
• New Class III landfills will be sited where soil charac-
teristics, distance from waste to ground water, and other
factors will ensure no impairment of beneficial uses of
surface water or ground water beneath or adjacent to the
landfill .
• Where site location factors indicate that site character-
istics alone do not ensure protection of the quality of
ground water or surface water, Class III landfills will
be require to have a single clay liner with permeability
of 1 x 10- cm/sec or less.
• New Class III landfills will not be located on a known
Holocene fault.
Evaluation of data presented in the report indicates that the Landfill
Development Site is suitable with proper engineering as a Class III
disposal facility. This conclusion is based on the following:
• Depth to ground water; currently greater than 125 feet,
historically greater than 40 to 50 feet
• Presence of low-permeability clay/silt deposits composing
the unsaturated zone underlying the site (1 x 10-6 to
1 x 10-8 cm/sec)
• Lack of nearby, permanent surface-water bodies
• Availability of on-site low-permeability soils for use in
construction of liners and other hydraulic barriers as
required
• No Holocene faults crossing the site
PJ9 9390206.00D 19
