intensive air pollution control system. Over 3,000 tons of dust per
year are collected by the bag house. Formerly, this ._; Z_,Le was sent to
a disposal facility. This waste is now shipped to a zinc smelter to
recover zinc; disposal costs have been reduced by $129,600 per year.
For local governments, waste reduction offers the advantages of reduc-
ing wastewater treatment costs, increasing capacity for industrial
growth, lowering risk and liability costs, lessening the need for
major capital expenses for landfill and treatment facilities, and
reducing compliance costs. The public also benefits by a reduction of
risks to public health and the environment, an improvement of communi -
ty life, and an improved feeling of the accountability of business,
industry, and government.
10.2 WASTE REDUCTION IMPACTS
Potential reduction for hazardous wastes generated in the County is
presented above in Table 6-7 based on a methodology made available by
OHS.
Based on a review of 1987 DHS waste manifest data, the top 15 large
quantity generators in the County reduced their hazardous waste
quantities by 59 percent between 1986 and 1987. J.R. Simplot Company
reduced its 1987 hazardous waste generation by 81 percent by
implementing alternative technologies in its system.1 In 1986 the
quantity of hazardous waste generated by the firm was 1,459 tons. In
1987, Pacific Coast Can Company generated no hazardous wastes,
achieving a 100 percent reduction of its 1986 production. 1 The
company eliminated its hazardous waste by turning to an alternative
1. See
Appendix A for 1987 waste reduction and recycling data for the
County's 15 largest generators (as of 1986) .
PJ9 9390502D.00D 10-4 Rev. 1 11/08/88
