11 *5 PROGRAM OBJECTIVES AND POLICIES
Objective: Develop planning mechanisms to provide adequate facilities
for management of hazardous wastes produced in the County.
Policy: The County Planning Department and all the city Planning
Departments shall incorporate the Hazardous Waste Management Plan into
the County and City General Plans and adopt the necessary ordinances.
The County Office of Emergency Services will perform a feasibility
study to determine if a need exists to site a transfer station (or
accumulation station) for public agency use. If the need exists, the
County, in conjunction with the city planning departments and private
industry, may site transfer stations within the County. One may be
for public agencies' use (spill cleanup waste and hazardous wastes
generated by maintenance and other activities) .
The County Public Works Department shall cooperate with other counties
in developing agreements to satisfy multicounty hazardous waste
management needs.
When such multicounty agreements are prepared, siting criteria shall
be developed and candidate areas meeting those criteria shall be
identified. The CHWMP will be amended to incorporate the criteria and
candidate areas i.n accordance with AB 2948 procedures for amending the
plan. These procedures include approval of the amendments by the DHS
and a majority of the cities representing a majority of the population
within the County.
PJ9 9390502D.00D 11-21 Rev. 1 11/08/88
