• The number and type of residences, schools, hospitals, <br /> and shopping centers along the transportation routes. <br /> The increase in truck traffic along these routes may <br /> cause considerable noise, congestion, and disruption of <br /> normal daily activities. Therefore, a route should be <br /> chosen that minimizes the number of nonindustrial struc- <br /> tures that will be affected. <br /> • Highway accident rates or the occurrence of minor to <br /> fatal accidents per vehicle miles traveled (as recorded <br /> by the California Department of Transportation) . Acci - <br /> dent rates, which vary significantly by type of road and <br /> average annual daily traffic (AADT) , should be analyzed <br /> in conjunction with information about the percentage of <br /> truck use and the road design. The accident rate alone <br /> should not be used to judge the safety of the highway. <br /> Designated routes should be highways with low to moderate <br /> AADT and accident rates, as determined by state, region- <br /> al , county, and city engineers. <br /> • The number of vehicles that the road is designed to <br /> handle versus the number of vehicles it does handle on a <br /> daily basis, averaged over a period of 1 year. Roads <br /> currently handling at or near the maximum number of <br /> vehicles should not be considered good routes for the <br /> transport of hazardous wastes. Ideally, the roads best <br /> suited for hazardous waste transportation are those on <br /> which the additional vehicles serving the facility will <br /> have little or no impact on the AADT relative to the <br /> capacity. If existing routes are not satisfactory, they <br /> could be upgraded by increasing their load capacity, <br /> improving traffic controls, and signs. Such an action <br /> would become an implementation item at the time that the <br /> CHWMP is revised. At that time, funding sources would <br /> need to be identified. <br /> • Existing regulations and legislation (e.g. , AB 1861 and <br /> 2030) . <br /> The Federal Highway Administration, a division of the U.S. Department <br /> of Transportation, has published a document that includes guidelines <br /> useful for analyzing hazardous waste routes in the County.
