3.0 GOALS AND OBJECTIVES <br /> The primary goal of the CHWMP is to protect the health and safety of <br /> the public and preserve the integrity of the environment while ensur- <br /> ing that the economic well being of the County is maintained. Criti - <br /> cal to this goal is the safe and responsible management of hazardous <br /> wastes within the County, both by generators of manifested wastes as <br /> well as by those of unmanifested wastes (such as households and small <br /> quantity generators) . The following are objectives of the CHWMP that <br /> have been designed to meet the above-stated goals: <br /> • Develop an inventory of current waste generation data in <br /> the County to determine hazardous waste management facil - <br /> ity needs. An adjunct to this is the identification of <br /> all existing generators in the County with particular <br /> attention given to the large quantity generators. <br /> • Project changes in hazardous waste stream generation <br /> using (1) survey information collected from the principal <br /> generators and (2) economic growth factors by industry <br /> group provided - by the County Planning Department and <br /> State Employment Development Department (EDD) . <br /> • Assess local needs for storage facilities in the County. <br /> In conducting a needs analysis, potential for expansion <br /> of TSDFs currently existing in the County will also be <br /> considered. <br /> • Describe methods to minimize hazardous waste generation <br /> and recommend source reduction programs to be implemented <br /> in the County. <br /> • Encourage on-site treatment/disposal of hazardous wastes <br /> by generators through educational programs on methods <br /> being utilized by generators currently implementing on- <br /> site waste management. <br /> • Specify siting criteria. The criteria should emphasize <br /> maintenance of public and environmental safety for the <br /> selection of least-risk TSDF sites. These criteria <br /> include consideration of such geologic factors as seismic <br /> hazards, unstable soils, floodplain and major recharge <br /> areas; proximity to major generators, main transportation <br /> routes, prime agricultural lands, immobile populations <br /> (schools, hospitals) , residential neighborhoods; zoning <br /> criteria already established by the County Planning <br /> Department which preclude location of TSDFs; and <br /> PJ9 9390502D.00D 3-1 Rev. 1 11/08/88 <br />
