• As of 1988, there were no existing off-site commercial <br /> treatment, storage, or disposal facilities in the County. <br /> Chapter 10.0 - Waste Reduction Needs and Impacts <br /> • Waste reduction is the preferred method of managing <br /> hazardous wastes. <br /> • Waste reduction refers to practices that eliminate, — <br /> reduce, or avoid the generation of hazardous waste. <br /> • In 1987, a number of County generators implemented waste <br /> reduction practices. Based on a survey of the top 15 <br /> hazardous waste generators and manifest data made <br /> available by the DHS, these generators reduced their <br /> waste production by an estimated 59 percent in 1987. <br /> • Four techniques are generally recognized as waste reduc- <br /> tion: a change in production materials, process modifi - <br /> cation, waste stream segregation, and recovery of wastes <br /> for reuse or exchange. Any method that treats the waste <br /> stream after it has been generated is not considered <br /> waste reduction. Nor are concentrating. wastes to reduce <br /> volume, or diluting them to reduce the hazard, considered <br /> waste reduction practices. <br /> • Some generators have not yet implemented waste reduction <br /> methods because of technical , financial , institutional , <br /> and physical barriers. <br /> • Development of a County-wide waste reduction program is a <br /> feasible and desired objective. <br /> Chapter 11 .0 - Siting <br /> 9 <br /> • The CHWMP designate specific sites, because the <br /> DHS Guidelines do not require the County to designate <br /> specific sites. <br /> • Siting criteria have been identified to guide the siting <br /> process in the County. The criteria represent (1) high <br /> hazard areas, (2) public safety, (3) physical limitations <br /> of the site area, and (4) site-specific features. <br /> • Five candidate areas in the County have been identified <br /> for further consideration as areas suitable for transfer <br /> facilities. <br /> • Any proposal to site a facility will be subject to rig- <br /> orous analysis and assessment on the local , state, and <br /> PJ9 9390502D.00D 4-2 Rev. 1 11/08/88 <br />
