• In addition to the OES, each city's fire and police <br /> departments, sheriff's department, San Joaquin Local <br /> Health District, County Agricultural Commissioner, and <br /> County and City Public Works Department are involved in <br /> the County's Hazardous Materials Incident Emergency <br /> Response Program. <br /> Six OES employees are prepared to staff an emergency <br /> response van, which was purchased by the County in 1988. <br /> As part of the program, these employees will be on-call <br /> and ready to respond to fires, poisoning, and hazardous <br /> waste incidents. <br /> • Names of the members of the Emergency Response Team are <br /> filed with the County's OES. <br /> • Responsibility for the cleanup of hazardous materials <br /> spills falls on (1) Caltrans for highway incidents, and <br /> for incidents on highways which pass through city limits, <br /> (2) the County Public Works Department for incidents on <br /> County roads, and (3) city governments for incidents <br /> within city limits. <br /> • In accordance with AB 2185 (later amended in AB 2187) , <br /> County OES is required to establish an "area plan" to <br /> provide efficient emergency response to releases of <br /> hazardous materials within the agency's jurisdiction. <br /> The Division anticipates submitting its area plan to the <br /> State Office of Emergency Services in December 1987. <br /> • Under AB 2185, businesses that handle more than a speci - <br /> fied quantity of hazardous material (or a mixture con- <br /> taining a hazardous material ) must file "business plans" <br /> with the Environmental Health Division. <br /> • Title III of the Superfund Amendments and Reauthorization <br /> Act of 1986 (SARA) established a nationwide emergency <br /> response planning program. Title III does not pre-empt <br /> state and local programs (such as AB 2185/2187 and <br /> AB 3777) . <br /> • Title III requires certain businesses to: (1) notify <br /> state and local agencies of the presence of "extremely <br /> hazardous substances" (Appendix H) , (2) submit chemical <br /> inventories, and/or (3) submit toxic chemical release <br /> information (Appendix H) . <br /> PJ9 9390502D.00D 4-5 Rev. 1 11/08/88 <br />
