is also planned to screen landfill operations from Harney Lane. The <br />proposed locations of soil stockpiles and screening berms are shown on <br />Drawing 1. Stockpiles and screening berms will be placed as earthfill <br />as described in the preceding section. <br />4.4 SURFACE DRAINAGE AND CONTROL FACILITIES <br />The permanent drainage facilities within the landfill will have the <br />capacity to carry peak flow from a 100 -year recurrence storm. Storm <br />runoff volumes were calculated and the facilities shown on the draw- <br />ings were sized using applicable design criteria from Manual for Storm <br />Drain Desian (San Joaquin County, California). <br />Surface runoff within the landfill and contributory run-on from the <br />adjacent areas east of the landfill will be carried in perimeter <br />ditches and discharged to the natural drainage swales along the south <br />and west perimeters. Permanent perimeter berms will be constructed <br />along the limits of the active module areas to divert surface water <br />from the operations area. <br />Initial lifts in each module will be constructed during dry weather <br />months to prevent accumulation of runoff in the active fill module. <br />All lifts within the module will be sloped at a minimum of 2 percent <br />toward the perimeter to promote drainage. Advancement of the working <br />face will be reversed, after the initial lift, to progress from the <br />perimeter to the interior access road. Runoff within the module will <br />be diverted from exposed refuse by constructing a berm in advance of <br />the working face. The berm will be skewed to direct flow toward the <br />adjacent module to be collected in the temporary storm drainage sump. <br />Collected runoff will be pumped from the sump to the perimeter drain- <br />age ditch. <br />For Modules 1 through 6, the perimeter berm will be constructed a min- <br />imum of one module ahead of the fill module.
