These site conditions indicated a level of protection that should not <br />allow impairment of the beneficial uses of surface waters or ground <br />waters adjacent to or beneath the site. Additionally, the level of <br />protection would not be significantly enhanced by the placement of an <br />additional 1 -foot -thick layer of 1 x 10-6 cm/sec material base liner <br />that conforms to Subchapter 15 (Section 2533[b][2]). <br />As indicated in Section 2543(a) of Subchapter 15, a leachate collec- <br />tion and removal system (LCRS) is not required in an unlined Class III <br />sanitary landfill that does not accept sewage or wastewater treatment <br />sludge. The North County Sanitary Landfill will meet these require- <br />ments and, thus, will not require an LCRS. <br />4.7 ENTRANCE FACILITIES AND ACCESS ROADS <br />Access to the proposed landfill will be from Harney Lane, which <br />borders the site to the north. A deceleration lane will be construct- <br />ed along Harney Lane to assist easterly moving traffic onto the site. <br />A paved road to the entrance facility area will be constructed for <br />all-weather access by both commercial haulers and the general public. <br />The location of the entrance area, shown on Drawing 1, will allow <br />vehicles to queue on the site and prevent disrupting the traffic flow <br />on Harney Lane. <br />The entrance area will have a gate house and truck scale to record and <br />inspect incoming wastes and collect disposal fees. A maintenance <br />building with sanitary facilities and parking for landfill personnel <br />and visitors is included. A gate near the property line on Harney <br />Lane will be installed to prevent unauthorized entry to the landfill <br />at the gate and gate house. Signs will be posted identifying the site <br />operator, hours of operation, types of material accepted, and charges <br />for disposal. <br />Access roads into the active disposal areas will be graded on interme- <br />diate cover surfaces and should be constructed of clean demolition <br />PJ9 9390209A.000 20 <br />
