These site conditions indicated a level of protection that should not allow impairment of the beneficial uses of surface waters or ground waters adjacent to or beneath the site. Additionally, the level of protection would not be significantly enhanced by the placement of an additional 1 -foot -thick layer of 1 x 10-6 cm/sec material base liner that conforms to Subchapter 15 (Section 2533[b][2]). As indicated in Section 2543(a) of Subchapter 15, a leachate collec- tion and removal system (LCRS) is not required in an unlined Class III sanitary landfill that does not accept sewage or wastewater treatment sludge. The North County Sanitary Landfill will meet these require- ments and, thus, will not require an LCRS. 4.7 ENTRANCE FACILITIES AND ACCESS ROADS Access to the proposed landfill will be from Harney Lane, which borders the site to the north. A deceleration lane will be construct- ed along Harney Lane to assist easterly moving traffic onto the site. A paved road to the entrance facility area will be constructed for all-weather access by both commercial haulers and the general public. The location of the entrance area, shown on Drawing 1, will allow vehicles to queue on the site and prevent disrupting the traffic flow on Harney Lane. The entrance area will have a gate house and truck scale to record and inspect incoming wastes and collect disposal fees. A maintenance building with sanitary facilities and parking for landfill personnel and visitors is included. A gate near the property line on Harney Lane will be installed to prevent unauthorized entry to the landfill at the gate and gate house. Signs will be posted identifying the site operator, hours of operation, types of material accepted, and charges for disposal.
