I. INTRODUCTION <br />The California Administrative Code Title 23 Waters, Chapter 3, <br />Subchapter 15, Section 2523.b. requires that a periodic load <br />checking program approved by the Department of Health Services <br />and the Regional Water Quality Control Board be developed for <br />Class III landfills to ensure that hazardous materials or liquids <br />are not discharged at these sites. San Joaquin County <br />(hereinafter "County") is owner and operator of the Harney Lane <br />Sanitary Landfill which operates under permit #39 -AA -003 issued <br />by the San Joaquin Local Health District and Waste Discharge <br />Requirement Order Number 87-088, issued by the State of California <br />Regional Water Quality Control Board, Central Valley Region. The <br />County's Public Works Department has developed the program <br />described herein for purposes of discovering and controlling <br />attempts to place significant amounts of hazardous or other <br />prohibited wastes in the Harney Lane Sanitary Landfill. <br />L 8A035SWB13 <br />-3- <br />
