will be placed over the refuse fill to minimize infiltration into the landfill and pro- <br />vide a suitable rooting zone for vegetation. The final soil cover will be placed and <br />vegetated as landfill modules are brought to final grade. The vegetation will <br />minimize erosion, enhance evapotranspiration, and blend the completed landfill <br />with existing terrain. <br />The landfill grading plan features an undulating configuration to eliminate an ex- <br />tensive surface drainage system without sacrificing drainage control during con- <br />struction and after completion of the landfill. Drainage control will be handled by <br />collecting sheet flow runoff in the landfill drainage swales and passing it to the <br />perimeter ditches. Runoff will travel along the perimeter ditches and will be dis- <br />charged to the natural drainage channels that exit the site along the west and <br />south perimeters. <br />Screening berms and soil stockpiles are shown in the grading plan. These <br />screening berms will be constructed along the high-voltage transmission lines to <br />shield landfill operations from Harney Lane. <br />Ol 5.1.2 Excavation and Fill Sequence Plan <br />The excavation and fill sequence plan is shown on Drawing 2. The plan shows <br />approximate limits and proposed excavation base grades, module development, <br />and the sequence of excavation and fill. <br />The site will be divided into modules to facilitate efficient excavation, soil han- <br />dling, access, drainage, and controlled placement of wastes. Landfill operations <br />will proceed in numerical order by module. Excavation will proceed one module <br />ahead of refuse fill. Soils in any module suitable for final cover will be excavated <br />and placed as such or stockpiled for use in later modules. <br />The existing irrigation well (Well No. 1) located in Module 9 will be preserved as <br />far into the life of the site as possible to provide water needed for dust control and <br />fire protection.
