• A minimum 12 -inch layer of clayey soil compacted to achieve a hy-
draulic conductivity of 1 x 10-6 cm/sec or less, placed over the
foundation layer
• A minimum 18 -inch layer of vegetative cover soil placed over the
low -permeability layer
The vegetative cover will be fertilized, as necessary, and seeded with moderately
rooted, erosion -resistant vegetation native to the surrounding area.
5.6.2 Base Liner and Leachate Control Facilities
The North County Sanitary Landfill has been sited to meet the requirements of
Section 2533(b)(1) of Subchapter 15; thus, placing a single clay liner with perme-
ability of 1 x 10-6 cm/sec or less is not required. However, a liner has been
planned for the site, which necessitates that a leachate collection and removal
system (LCRS) be developed for the site pursuant to Section 2543 (a) of Sub-
chapter 15.
The LCRS will consist of
• a 1 -foot -thick clay liner with a permeability of 1 x 10-6 cm or less
• a dendritic network composed of 6 -inch diameter perforated pipe
installed in granular drainage material
• a 10 -ounce per square yard geotextile surrounding the granular
drainage material
• a 1 -foot -thick operations layer over the clay liner and dendritive
network.
5.6.3 Clay Liner
Preconstruction laboratory testing, combined with nuclear density field testing
during compaction, will provide quality control for base liner construction.
Before constructing the clay liner, the following tests will be performed on pro-
posed clay liner soil unless applicable test results from previous construction pre-
clude new testing.
PA 9390218A.00W 47 Rev. 1 September 8, 1989
