• A minimum 12 -inch layer of clayey soil compacted to achieve a hy- <br />draulic conductivity of 1 x 10-6 cm/sec or less, placed over the <br />foundation layer <br />• A minimum 18 -inch layer of vegetative cover soil placed over the <br />low -permeability layer <br />The vegetative cover will be fertilized, as necessary, and seeded with moderately <br />rooted, erosion -resistant vegetation native to the surrounding area. <br />5.6.2 Base Liner and Leachate Control Facilities <br />The North County Sanitary Landfill has been sited to meet the requirements of <br />Section 2533(b)(1) of Subchapter 15; thus, placing a single clay liner with perme- <br />ability of 1 x 10-6 cm/sec or less is not required. However, a liner has been <br />planned for the site, which necessitates that a leachate collection and removal <br />system (LCRS) be developed for the site pursuant to Section 2543 (a) of Sub- <br />chapter 15. <br />The LCRS will consist of <br />• a 1 -foot -thick clay liner with a permeability of 1 x 10-6 cm or less <br />• a dendritic network composed of 6 -inch diameter perforated pipe <br />installed in granular drainage material <br />• a 10 -ounce per square yard geotextile surrounding the granular <br />drainage material <br />• a 1 -foot -thick operations layer over the clay liner and dendritive <br />network. <br />5.6.3 Clay Liner <br />Preconstruction laboratory testing, combined with nuclear density field testing <br />during compaction, will provide quality control for base liner construction. <br />Before constructing the clay liner, the following tests will be performed on pro- <br />posed clay liner soil unless applicable test results from previous construction pre- <br />clude new testing. <br />PA 9390218A.00W 47 Rev. 1 September 8, 1989 <br />
