5:7 LANDFILL ACCESS <br />The main access road to the site is Harney Lane, a two-lane rural road which <br />runs east -west. Harney Lane is accessible via State Route 99, a four -lane free- <br />way running north -south between Lodi and Stockton, and Jack Tone Road, a <br />two-lane high speed county road running north and south. The average speed <br />limit on Harney Lane is 45 to 55 mph. The proposed NCSL is expected to have <br />the same traffic volumes and related traffic patterns as the existing Harney Lane <br />Sanitary Landfill. A deceleration lane will be constructed along Harney Lane to <br />assist east -bound traffic into the site. A paved entrance road will be constructed <br />for all-weather access to the site. The entrance facility and gate will be located <br />several hundred feet south of Harney Lane to allow vehicles to line up on site, <br />preventing traffic flow disturbances on Harney Lane. <br />5.7.1 Traffic Volume <br />The existing Harney Lane facility generates approximately 217 waste loads per <br />day (one waste load represents two trips). Of the 217 loads coming to and from <br />the landfill, approximately 7 percent are waste transfer trucks and refuse <br />collection trucks, such as rear or front loaders, and 93 percent are private <br />vehicles, such as pickup trucks and cars (San Joaquin County Landfills <br />Database, 1988). This traffic volume is expected to continue at the new site. <br />The general origin distribution of existing landfill -related vehicle trips is shown in <br />Figure 5-2. A large portion of the vehicle trips coming to the landfill originate from <br />the Stockton area. A majority of these trips are made by small pickup trucks and <br />independent contractors. A large portion of the waste at the Harney Lane Sani- <br />tary Landfill comes from the Lodi area (61 percent by volume). The Lodi waste, <br />however, is delivered in large waste transfer trucks that account for only <br />4.6 percent of the total trips per day to the Harney Lane Sanitary Landfill. <br />The existing average daily traffic volume along Harney Lane west of State <br />Route 99 is 3,792 vehicle trips. Traveling east along Harney Lane from State <br />Route 99, traffic volumes decrease. Average daily landfill -related traffic is <br />9390218A.00W 49 Rev. 0 July 20, 1989 <br />
