• <br />approximately 434 trips. Peak landfill -related traffic is expected to be 900 trips <br />per day along Harney Lane. <br />For the existing landfill, peak traffic occurs between 11 a.m. and 1 p.m. <br />Overall, existing traffic conditions along Harney Lane in the vicinity of the pro- <br />posed landfill are good. Landfill -related traffic is not expected to contribute to <br />unreasonable traffic congestion. Background traffic levels in the area are low be- <br />cause the land use in the area is primarily agricultural. Over time, the increase in <br />waste generation will result in an increase in the volume of landfill -related traffic. <br />5.7.2 Planned Access Improvements <br />Roadbed conditions along Harney Lane are good between State Route 99 and <br />Tully Road. The roadbed is evenly graded, pavement quality is smooth, and the <br />shoulder line is painted. However, conditions along Harney Lane between <br />Southland Tully Road and Clements Road are poor, with many potholes and <br />isolated failures. This segment of Harney Lane is not evenly graded, and the <br />road surface is subject to occasional flooding where the roadbed is lower than <br />the adjacent fields. The San Joaquin County Department of Public Works is <br />planning to improve this segment of road. <br />The planned improvements include reconstruction and widening of the existing <br />road to provide two 12 -foot paved traffic lanes and 8 -foot shoulders on each side. <br />The roadway profile will be improved by minor cutting and filling to provide in- <br />creased stopping sight distance and to raise low areas that are currently subject <br />to flooding. The proposed roadway improvements will include reconstruction of <br />Harney Lane's intersections with Tully, Atkins, and Clements Roads to provide <br />improved turning radius for trucks at these intersections. <br />When the roadbed improvement along Harney Lane between Tully Road and <br />Clements Road is implemented, traffic heading towards the landfill from the town <br />of Clements may travel along Clements Road in the future rather than down Jack <br />Tone Road.
