SUMMARY <br />The load checking program described herein was developed to <br />satisfy the requirements of Title 23, Chapter 3, Subchapter 15, <br />Section 2523.b. of the California Administrative Code which <br />requires that periodic load checking programs be implemented at <br />Class III sanitary landfills. The hazardous waste exclusion <br />program described herein which includes an assigned load checker, <br />vehicle logging and removal of hazardous waste by a hazardous <br />waste hauler and installation of a chemical storage locker on <br />site. Site personnel are currently trained to identify and <br />segregate prohibited waste for removal. <br />Results for a similar program at the Harney Lane site indicate <br />very little hazardous waste is being attempted for disposal. <br />The reason for this is that the major user of the site (75% of <br />the waste for the site), Sanitary City Disposal Incorporated, <br />performs intensive recycling at their transfer station in Lodi. <br />During this recycling hazardous materials in the waste stream are <br />discovered and removed. The remaining public and commercial <br />users have also attempted to bring very little hazardous waste to <br />the site other than minute household amounts (less than one (1) <br />gallon containers) probably due to the fact that signs at the <br />site and public notices for site information (see Exhibit 3) <br />indicate types of waste not accepted.
