1 <br />1 <br />15.0 STATUTORY PERMITS <br />Permits for the North County Sanitary Landfill are in the process of being ob- <br />tained and will be submitted when they become available. An Environmental Im- <br />pact Report (EIR) was prepared by Jones and Stokes Associates, Inc. The EIR <br />recommended that a wetland restoration plan be established to mitigate adverse <br />impacts. <br />On June 22, 1989, the San Joaquin County Planning Commission certified the fi- <br />nal EIR and made recommendations to amend the General Plan and to issue a <br />County land use permit for the project. On July 13, 1989, the Board of Supervi- <br />sors recertified the final EIR and the amendments to the General Plan made by <br />the Planning Commission. <br />The County Department of Public Works will then acquire the following discre- <br />tionary permits for the project: <br />• waste discharge requirements issued by the RWQCB <br />• a conditional use permit issued by the San Joaquin County Plan- <br />ning Commission <br />• a solid waste facilities permit issued by the San Joaquin Local <br />Health District and the CWMB <br />' • authority to construct, Rule 426 issued by San Joaquin Local Air <br />Pollution Control District (SJLAPCD) <br />• permit to operate, Rule 207 issued by the SJLAPCD <br />In addition, the project may be subject to a Section 404 permit (Clean Water Act) <br />1 issued by the U.S. Army Corps. of Engineers (C.O.E.).
