Implement a comprehensive recycling program at the <br />new North County Recycling Center and Sanitary <br />Landfill. <br />a. Provide flyers at gate explaining program. <br />b. Supply recycling bins for drop-off. <br />C. on tipping floor, sort high -quantity materials <br />(white goods, scrap metal, wood). <br />d. Locate markets for the diverted materials. <br />6. If justified, site a MRF in the south County area <br />or encourage private business to provide such a <br />facility. <br />7. Negotiate collector franchises to include curbside <br />collection in the unincorporated areas around <br />cities where feasible. Franchise agreements will <br />contain other recycling requirements to be met by <br />the collectors. <br />8. Consider adopting ordinances and policies <br />facilitating recycling. <br />9. Implement a comprehensive recycling program at the <br />Lovelace Transfer Station when reconstruction is <br />completed. <br />10.
