The population of the County, using 1990 census <br /> figures, is 480, 628. Stockton, in the center of the County, <br /> is the largest city with a population of 210,943 . Lodi is the <br /> second largest city, with 51, 874 residents. About half of the <br /> 124,747 residents of the unincorporated area live in the <br /> Stockton area. The rest are spread over the remainder of the <br /> unincorporated area of the County, with few areas of <br /> population concentration. <br /> M. Existing Waste Management Administrative Structure: <br /> The County government's waste management system is under <br /> the supervision of the Solid Waste Division of the County <br /> Department of Public Works. The County owns three landfills <br /> and a transfer station in the unincorporated area, and the <br /> oversight, management and staffing of those facilities is the <br /> responsibility of the Solid Waste Division (see Figure 1-1) . <br /> The County funds its solid waste management program through a <br /> Solid Waste Enterprise Fund. <br /> Chapter 1 - Introduction 2 <br />
