IV. Existing Waste Collection, Handling, Processing and Disposal System: <br /> For purposes of residential waste collection in the <br /> unincorporated area, the County is divided into six <br /> geographical areas (See Figure 1-2) . Private refuse <br /> collection companies are franchised for residential waste <br /> collection in each of those areas. The franchises are issued <br /> for 8-year periods. Extensions can be granted by the County <br /> Board of Supervisors. Current franchise agreements terminate <br /> on December 31, 1993 . <br /> In addition to residential waste, the franchised <br /> companies can collect commercial and industrial wastes <br /> anywhere in the County. The County also grants licenses to <br /> refuse collection companies to collect commercial and <br /> industrial wastes in the County. The Cities determine waste <br /> collection policies within their jurisdictions. <br /> County ordinances require that the solid wastes collected <br /> in the unincorporated area be disposed of at County owned <br /> disposal sites. Further, the County furnishes disposal sites <br /> for the Cities of Tracy, Ripon, Lodi, and Manteca. Agreements <br /> with these cities require that all waste be disposed of at <br /> County disposal sites. Disposal site tipping fees finance the <br /> operation of the sites and the administration of the solid <br /> waste management program through a Solid Waste Enterprise <br /> Fund. <br /> V.
