manually separated from commercial and industrial loads <br />at disposal sites. There is a stable market for <br />corrugated paper both domestically and internationally, <br />and even though prices may fall as recycling volumes <br />grow, a market should continue to exist. <br />High-grade white office paper and computer paper <br />constitute the smallest quantities in the waste stream <br />among the recyclable paper types but can bring the <br />highest prices. However, without sophisticated MRF's, <br />source separation is the only way to get significant <br />quantities of uncontaminated high-grade paper out of the <br />waste stream, and large office complexes and schools are <br />the most effective places to establish high-grade paper <br />collection programs. <br />Newsprint is a significant contributor to the <br />residential waste stream and can be collected in those <br />communities with curbside recycling programs, drop-off <br />centers or buy-back programs which accept newsprint. <br />Markets fluctuate very widely for this type of material. <br />The market for mixed paper is also soft. An <br />educational program would be necessary to make the public <br />aware of what is acceptable for recycling, if mixed paper <br />is to be targeted for source separated recycling. There <br />are many contaminants which can make the paper <br />unacceptable, and few collectors accept mixed paper at <br />the current low market prices. <br />Plastic resins can be recycled many times over, <br />however, recycling of plastics is relatively new and <br />processors need to be encouraged to locate in the area. <br />Labor and transportation costs are major deterrents to <br />increased plastics recycling. It will take time for the <br />recycling levels of plastics to achieve the levels of the <br />alternative packaging materials, paper and metals. <br />Currently PET, HDPE, and foam containers have California <br />recycling markets but only PET is being recycled in <br />Appendix 1 44 <br />
