Wood constitutes a significant portion of the
commercial, industrial, and self -haul waste streams and
is relatively easy to separate from other materials at
disposal sites. The current market for scrap wood is as
fuel for industrial furnaces or co -generation facilities,
where it replaces virgin fuels.
The market for used tires is very limited and the
end use is for fuel. Oxford Tire in Modesto incinerates
whole tires and recovers the heat to generate
electricity. Royster Tire near Tracy shreds the tires and
sells the material as fuel to a cement plant. Tires are
being separated at two County solid waste facilities to
conserve landfill space, and transported to the Oxford
Tire plant until other uses for tires are developed.
Inert materials at landfills include some concrete
and asphalt which could be processed into gravel if
quantities increased enough to justify rental of the
necessary crushing equipment. Two area businesses have
crushers, and haulers with inerts are encouraged to take
advantage of these options rather than using the County
solid waste facilities. The crushed material is being
used for road base and other construction purposes.
Most of the above referenced materials are currently
being diverted in varying amounts, but will be removed
from the waste stream in greater quantities as programs
are established to achieve the requirements of the ACT.
C. Waste Which Cannot be Diverted:
The waste type 00other paper" includes disposable
diapers, paper towels, tissues, paper -plastic packaging,
waxed paper and contaminated paper. Currently there is
no market for this waste classification. The material
can be used as fuel in waste to energy plants or can be
Appendix 1 46
